Head of Enterprise Investment & Portfolio Management

Tēnei tūranga – About the Role

In this newly created role, you will provide enterprise-wide leadership across MBIE’s full investment and asset lifecycle, ensuring best-practice management of programmes and long-term value for the Ministry and New Zealand.

Reporting to the Chief Financial Officer, you will be a trusted advisor to senior leaders and governance forums, bringing independent challenge and rigour to investment decisions and delivery performance.

Key accountabilities include:

  • Providing enterprise leadership across MBIE’s investment and asset management system, from strategic planning and prioritisation through to delivery, benefits realisation and asset performance.
  • Leading investment prioritisation, portfolio optimisation and asset planning, supporting the direction of funding, assets and people to the highest-value outcomes.
  • Owning investment governance and assurance, acting as the escalation point for portfolio risk and recommending intervention where required.
  • Providing executive oversight of MBIE’s asset base, including performance, risk, lifecycle needs and future demand.
  • Driving benefits realisation and value for money.
  • Leading and developing a high-performing team.

There is a preference for this role to be Wellington based but highly relevant applicants residing in other main centres may be considered.

We are seeking an experienced public sector leader with a strong track record of leading at scale and building portfolio management capability.  This role calls for:

  • Senior leadership experience across enterprise investment, portfolio and asset management, ideally within a comparable capital-intensive environment.
  • Strong grounding in Better Business Cases, Treasury’s Investment Management System and public sector investment and asset governance.
  • Executive presence and the ability to engage confidently with senior leaders, Ministers and governors, communicating complex investment and asset matters clearly.
  • Strong commercial and financial acumen, with experience evaluating investment and asset affordability, value, risk and benefits at scale.
